HOUSING DEVELOPMENT ADJACENT TO BURLINGTON SCHOOL
Some thirty people attended the Public Meeting on Saturday 11th November to hear a presentation from representatives of Brookhouse Group from Sale in Cheshire. Questions as to the type and size of the houses to be built were asked including those of a more specific nature such as as to the use of local stone. Enquiries regarding the number of Affordable and Social Houses were also asked with probably nineteen of the fifty being in these categories. The detailed planning application is be submitted to SLDC before Christmas with the start of construction being early summer 2018. It is thought, at this time, that the development will be in two phases and not four as originally thought. Once the plans have been put forward Parishioners will be able to comment upon their appropriateness before any decisions are made. The Parish Council will, in the light of the information received, be making a detailed response at the appropriate time. FLOODING
Mr. J. Woodcock MP is to hold a PUBLIC MEETING on Thursday 30th November in the Coronation Hall, Ulverston at 7.00 p.m. to discuss the flooding in the Furness Peninsular. If you or your neighbours have been affected by recent floods please make every effort to attend and let Mr. Woodcock know of your concerns. Exploratory work is to be carried out to investigate the problem in Watery Lane.
GRASS VERGES
The driver of the vehicle who caused the considerable damage to the grass verge near Combe Crescent has been tracked down and the company he works for has made some repairs to the affected area. It is hoped that a complete restoration will be done shortly. If you notice a vehicle causing damage to any of the verges maintained by the Parish Council please inform your local Councillor of the fact. Try to include the registration number and if applicable, the name of the company. Action will be taken to attempt to have the damage repaired by the perpetrator.

HOUSING DEVELOPMENT ADJACENT TO BURLINGTON SCHOOL
Holker Estates in partnership with Brookhouse Group from Sale in Cheshire are proposing to develop the land to the side of the School. Their intention is to build an estate of some fifty dwellings on the site from the main road to approximately the position of the electricity pylon. The houses are planned to be of mixed design and size ranging from four bedroom detached to two bed room bungalows. Up to eighteen of them will be ・Affordable・ with the possibility of a local occupancy rule placed upon them. The plans are to be submitted to SLDC later this year but any comments at the moment can be made to Brookhouse Group at mailto:consultation@brookhousegroup.co.uk Once the plans have been put forward Parishioners will still be able to comment upon their appropriateness before any decisions are made. PUBLIC MEETING
A PUBLIC MEETING organised by the Parish Council is to be held on Saturday 11th November in the Community Centre starting at 10.00 a.m. to hear the views of the Community with regard to the proposed housing development. Please come along and let Councillors know your views on this development so that everyone's opinion can be put forward once the development reaches the planning stages.
FLOODING
The recent flooding in Marshside and Marshgarth has been reported to the various authorities and a number of officials have visited the area with a hope of improvements being made. District Councillor Curwen and County Councillor Brereton have a number of plans that they hope to put in place that will prevent such flooding occurring again. The Parish Council is to organise a meeting with the South Cumbria Rivers Trust and residents of Grizebeck who also suffered from an ingress of water. The Footpath and Cycleways Group are arranging for work to be carried out in Watery Lane to try to alleviate the problems there. Due to the quick action of some local residents there were no reports of flooding in Soutergate.
STREET LIGHT MAINTENANCE
The Council has organised for Cumbria Highways to maintain the street lights belonging to the community. This will come at some cost but should ensure that the lights are maintained correctly and repaired quickly.
GRASS VERGES
The Police are investigating the considerable damage caused to the grass verge near Combe Crescent. The damage caused further along School Road has been repaired by the company whose vehicle was responsible.

CGP PARISH TRUST FUND
The latest grants awarded in September were: a) Kirkby United F. C. - £1,700.00 towards the costs of two portable goal posts and nets. b) Kirkby Ireleth PCC - £500.00 for the cost of the 2016 Caller c) Kirkby Ireleth PCC - £225.00 for the cost of printing the 2017 Calendar d) Kirkby Cricket Club - £1,000.00 for maintenance to mowers. AFFORDABLE HOMES Do you or do you know of any Kirkby residents who would like to see affordable houses built within the Parish? If so please inform any Parish Councillor as soon as possible as a group of residents needs to be formed. The Parish Council has been told that it cannot form such a group. It has to be the local people. Without such a group it is quite possible that any future development will not contain any affordable homes at all. The Parish Plan identified a great need for this type of house but in order to progress this project volunteers will need to come forward.
PARKING Residents have been voicing their concerns about vehicles being parked on grass verges and pavements. This is happening throughout the Parish but is concentrated near to Four Lane Ends. The Council pays for the grass verges to be maintained and hopes that all residents appreciate their appearance. A short while ago a company whose lorry parked on and damaged one of the verges was required to pay ・・150.00 to have it repaired. If you witness any such incident please let the Council know and action will be taken against the perpetrator. As regards pavement parking those with children in push chairs and other pedestrians are having to walk onto the road. This is putting them into danger. Please park with consideration for others.
COUNCIL VACANCY A resident has put forward their name to be co-opted on to the Council.
PLANNING One planning matter was discussed: SL/2017/0606 Yew Tree Cottage, Sandside A number of further conditions concerning the extension to the Quarries have been received. The full details of the extension to the Kirkby Windfarm are available from Mrs. Field, the Parish Clerk.

KIRKBY WINDFARM The Parish Council is writing to SLDC planning department stating its opposition to the prosed renewal of the Windfarm on Kirkby Moor. It is of the opinion that as the original planning application was for twenty five years then this should be adhered to and all traces of the structures should be removed and the moor reinstated to its previous condition.
AFFORDABLE HOMES Once again it has been stressed to the Council that if any residents want to have Affordable Homes built within the Parish then a group of those residents will have to be formed. The Parish Council has been told that it cannot form such a group. It has to be the local people. Further information regarding this is available from the Parish Clerk.
CHAPELS The continuing problem of milky water flowing down the stream is being carefully monitored. Employees of the Quarry have been to assess the situation. Plans are being put in place to try to solve this, possibly by creating a lagoon. It is hoped then that the solids will settle out before entering the water course.
PLANNING Three planning matters were discussed: SL/2017/0481 Incline Foot amended plan SL/2017?5452 Heathwaite Farm, Grizebeck erection of implement store building. SL/2017/5429 Ashack Hall, Grizebeck change of use from holiday let to full residential cottage. Further details of the expansion of the Quarries have been received. If you would like further information or have queries regarding it please contact Cllr. Todd. The Council has written objecting to the further development of a Willow Farm at Grizebeck.
COUNCIL VACANCY There is still a vacancy due to the resignation of Cllr. Cragg. If you would like to become a Councillor please contact Mrs. Field as soon as possible. KIRKBY STATION PARKING Efforts are being made to provide off street parking at the station. The Council is adding its support to other areas in order to encourage Rail Track to release some land for car parking.

ANNUAL PARISH MEETING The Annual Parish meeting took place on Thursday 18th May in The Village Hall, Beckside. A number of Parishioners attended to hear reports from the following organisations: Kirkby Bowling Club, Kirkby United Football Club, Kirkby Tennis Club, The Community Centre, Beckside Ladies' Supper Club, The History of Kirkby Group, The Footpath and Cycleways Group, and JAM (formerly The Tuesday Club). A report was given from the Kirkby Charities Trustees who had distributed ・・930.00 from the Ecclesiastical Charity, ・・760.00 from the Education Charity and ・・4,515.00 from the Relief in Need Charity during the year. A further report from the CGP Trust Fund stated that ・・9,136.42 had been awarded in grants to local organisations and that ・・3,282.92 had been allocated by the Trustees for the benefit of the whole Community.
NATIONAL GRID'S PROPOSED PYLONS Because of the problems being experienced by NUGEN due to the financial situation caused by Toshiba's problems Mr. Powell the Project Manager of the North West Coastal Connections, has stated that there will be a ・gpause・h of the project by NG until things become clearer.
WATERY LANE A group of local residents, land owners and interested individuals is to be formed to look into the problems of water flowing down the Lane. There will also be representatives from the Parish Council, SLDC and Holker Estates. If you would like to join this group please contact the Parish Clerk or any Councillor.

NATIONAL GRID'S PROPOSED PYLONS The Parish Council is continuing to monitor the situation and representatives are attending monthly meetings with other Parish Councils from the area. The situation regarding the construction of the nuclear power station at Moorside has been in the National press of late due to the problems faced by Toshiba one of the project's partners. Mr. Powell, the project manager for National Grid North West Coastal Connections, has been invited to talk to Council representatives in the near future.
Watery Lane Hopefully the work carried out by United Utilities has cleared up the problem of surface water running down the lane. One of the difficulties facing the Parish Council regarding this matter is that there is no obvious owner. Cumbria County Council says that as they do not own it is nor is it their responsibility. A possible solution to the problem may be the formation of "an interested group" comprising residents local to the lane and representatives of the various bodies i.e. Parish Council, United Utilities and the Footpath Group. An attempt is to be made to form such an organisation.
Affordable Homes The Parish Council has decided that it has taken the provision of affordable homes within the Parish as far as it is able. All of the information now being made available suggests that it is the local people, not the Council, that has to take responsibility for this matter. If the local community wants to have a say in the provision of these homes it must have a group organised speaking on behalf of those who would like to see the building of these units. It has been emphasised that if the local community do not take an interest in this matter then the type of homes to be planned in the two areas of development will go ahead without any local input at all. The Parish Council can help in the organisation of a group. Please contact Mrs. Field, the Clerk, for further information.
Planning Three planning matters were discussed: SL/2017/076 1, Chapels Row, Kirkby-in-Furness SL/2017/0308 Stone Arthur, School Road, Kirkby-in-Furness SL/2017/0126 The Farmhouse, Head Cragg, Kirkby-in-Furness Information regarding a proposed dwelling adjacent to Head Cragg was presented to the Council by a Parishioner.
Council Vacancy Cllr. M. Cragg has tendered her resignation from the Council with effect from 10th April 2017. The Council would like to thank her for her work and support and wish her well for the future. If you would like to fill this vacancy by becoming a Councillor please contact Mrs. Field as soon as possible. Community Centre Mr. R. Rushton made a presentation to the Council concerning the revised plans for the remodelling of the Community Centre. Unfortunately the previous scheme costing in the region of £500,000 would now be impracticable due to the decrease in grants available for such projects. The revised scheme would take place in two manageable phases and provide the Community with facility for the sporting groups as well as other leisure activities. The revised plans will be on show at the forthcoming Gala.

NATIONAL GRID'S PROPOSED PYLONS The Parish Council is continuing to monitor the situation and has sent a letter to OFGEM stating the case for Kirkby Ireleth to be consulted at all levels of the project. National Grid has been sending out letters to the individuals and organisations who responded to the consultation. If you have not received yours you can contact National Grid on Tel: 08008 766 990 to ask why you have not been sent one. It is a good way of confirming that they have received your response and are considering its contents. A proposal to canvas National Grid's Annual General Meeting is to be considered. It takes place in Birmingham in late July.
A595 ROAD CLOSURE Please be aware the the A595 is to be closed for a period of up to ten days due to extensive repairs to buildings at Dove Ford. Alternative routes will be signposted. A one way system may be put in operation on the road from Beanthwaite down to Chaples. This work which was originally intended for January has to be completed by the middle of March. Further details will be provided in the local press.
GRASS VERGES Unfortunately Mr. Robert Cooper is no longer able to cut the grass verges from Soutergate to Dove Bank. If you would like to be considered for this work please contact the Clerk, Mrs. Field, Tel: 889906 or by email kirkbyparishcouncil@outlook.com as soon as possible. A machine is provided and insurance cover is included. A substantial honorarium is paid three times a year. If the Council is unable to find any one willing to take on this task then the fine grass verges we have at the moment will only be cut twice a year by the Highways Authority. The Council would like to thank Mr. Cooper for his work in providing the Parish with some of the finest verges in the area.
AFFORDABLE HOMES If you would like to be considered for renting or buying the proposed Affordable Houses to be constructed within the Parish at either Four Lane Ends or adjacent to the school please register your interest on the Cumbria website under Cumbria Choice. The Council have been informed that up to 14 of these dwellings will be constructed once the two areas are developed.
PLANNING Two planning matters were discussed: SL/2017/0034 Land at the Grange, Bailiff Ground SL/2017/0071 Barn at Head Cragg Information regarding the planting of willow as a commercial crop on land adjacent to Beanthwaite was also discussed. The Council expressed concerns over this matter and is to seek further clarification.

NATIONAL GRID'S PROPOSED PYLONS The Parish Council would like to thank on behalf of the whole community those parishioners who worked so hard to encourage people to respond to the consultation. It is reported that 3,000 responses were received a week before the deadline and another 5,000 before the closing date. National Grid have ensured the Council that every one of them will be read by a person and not merely scanned through a machine. They also say that every question asked and comment made will be considered and replied to in the next round of the planning process. Furthermore every response will be made available to view on their website in due time. All names will be redacted. In the meantime if you wish to view a number of the responses including those by the Parish Council, Kirkby Support Group and Power without Pylons, they are available on the Kirkby website www.kirkby-in-furness.org
Parish Clerk The Council welcomed Ms Alison Field as the new Parish Clerk. You can contact her on telephone number 889906 or by email kirkbyparishcouncil@outlook.com for any Council matter. Planning There were no planning applications to discuss. However, concern was expressed about an unauthorised development within the Lake District National Park part of the Parish.

John Woodcock and other supporters are organising a walk on New Years Day to help publicise the campaign. It will begin in two places ・ Askam beach and Broughton square ・ and meet near the cottages by Kirkby railway station. Those joining the Askam contingent should meet on the car park at the bottom of Duddon Road at 9.30am and people starting from Broughton are asked to assemble in the square at the same time. It is envisaged that the two groups will join together in Kirkby at around 11am for a short meeting. Please be advised that parts of the route will cross very boggy terrain, so robust footwear and appropriate clothing are a must. Anyone requiring more details should call 0797 407 8814.
Parish Clerk Cllr. McPherson thanked the retiring Clerk, Mr. Morrish, for his ten years of service to the Council and the Parish. It had been one of the busiest times in the history of the Parish and Mr. Morrish had carried out his duties in an exemplary way. His wealth of knowledge of procedures and the business of Councils has been invaluable in some difficult times. He had guided four Chairmen in their duties and will be sorely missed. Councillors presented him with a suitable retiring gift at the end of the meeting. The new Parish Clerk is Mrs. A. Field. She will take up her post at the next Council meeting in January.
Bus Shelter The Council has reiterated its preference for the shelter and bus stop to be between Burlington Close and the present stop. Unfortunately Cumbria County Council Highways will not agree to this as they want it closer to Burlington School. Councillors are concerned about the congestion that would occur at that site. Further more they think that if it was placed there children from Sandside and Beckside would have further to walk in the rain thus not getting the benefit a shelter would provide.
A595 Consideration was given to seeking a width or weight restriction on the A595 due to the increase in volume of the heavy lorries travelling along it. After some considerable discussion it has been decided to revisit the subject at a later date.
Council Vacancy Cllr. K. Wilkinson has unfortunately decided to retire from the Council due to other commitments. The Council thanks him for his work especially with the Neighbourhood Watch Scheme and his efforts to reform the Speed Watch Group.
